The raw is a new 960x720 rescan of the show, ripped from AnimeFesta service by Eternal_Blizzard (he also dug up the lyrics for the ending and insert songs 🧎). While the video looks excellent and sexy, and blows the previously existing 2008 vintage 240p VHS rip out of the water, the audio is so muffled that even the ancient VHS rips have unironically superior MP3 sound. Enter the Toei preservation culture. Safe to assume they binned the masters/audio reels, and this remaster was restored from optical audio or some equally shitty source. I slapped the audio from the old 240p rip on the remastered video and synced it to the best of my ability, like I’ve done before for Magical Taruruuto-kun movies, though the VHS audio also had a few dropouts, during which the sound reverts to shitty for a second (I’ve still included the animefesta audio as the second track in case you like to bleed from your ears). In the process, I’ve discovered that…

  1. Episodes 5 and 6 are mixed up in that ancient rip
  2. Each episode of this remaster is ~4 minutes shorter than the VHS version, because the latter had a trailer for the adjacent part of the OVA attached to it at the end: Ep1 promotes Ep2, Ep2 promotes Ep1, same with 3-4 and 5-6.
    To preserve that unique narration from becoming lost media, I’ve sliced those promotions from each part of the old video, and combined them all in the “next episode preview compilation” file (I’ve done this before for my Manga Nihon Keizai Nyuumon project). I subbed that compilation extremely lazily, though, because I don’t think a single person will ever watch it fully, and it’s a whole 14 minutes of extra material. Plus, it’s still in 240p, so meh.
    The WEB-DL was a 1280x720p 16:9 pillarboxed video, while the show itself is in 3:4, so Marty asked someone to reencode it without the black bars for us.

TL notes:
• This show’s title is a rather complicated matter. “Puttsun” part (spelled in hiragana) is a slang in Japanese, meaning something like “losing it.” Throughout the show, I mostly translated it as “to snap.” That word also happens to be the catchphrase of Saori, the heroine. Deceptively, “Make” (spelled in katakana) actually means “Makeup” in Japanese, which happens to be the passion of Yuji, the protagonist (though in one of the episode previews, Saori says specifically “make love,” so as I said, there are many layers to this). Finally, “Love” in the title is spelled in English, and at least that part is straightforward: the show, as well as its parent manga," are a love story about Yuji and Saori growing closer, or in other words, about a Puttsun [enjoyer] and a Make[up artist] finding LOVE.
• I translated the school’s name as “Jouka Academy” (the name is probably a joke in itself). The show itself Romanizes it as “Zyoka” in some scenes, but that looks way too silly in English, so by consensus, we’ve decided to ignore it. If we went all the way with following the original’s Romanization conventions, even the title itself would’ve been “Putun Make Love.”
• Hori, aka Bargain Bin Playboy, appearing in episodes 1 and 4, is a psychopathic scion of an implausibly big zaibatsu, who’s after the MC’s love interest, and resembling Harako Tsutomu even visually. I have to wonder if the one in Taruruuto-kun was directly inspired by it, since this OVA aired one year before the Taruruuto manga began publishing.
• In episode 4, Akimoto comments “What a rather chilling place name.” about Yashagatake. Yasha means Yaksha in Japanese, a sort of buddhist demons; Gatake is “mountain peak.”
• Episode 5: “Who-ah Twice as Nasty Fruit Ninja” {膃肭双嫌百菜切り}. Where do I start here… 膃肭 = fur seal, but I think here its only role is its reading—“otto” = o-ho/wow! 双嫌—usually, souken is dual sword, but here, “sword” (ken) is replaced with “disgust” (also ken). 百 is just “100” as in as lot of item that comes next. 菜切り = vegetable knife​, but also denotes the action of cutting vegetables.
